Billing Information
User Charge System
The Sanitary District's user charge system is based on units called 'Equivalent Residential Users (ERUs).' Users in the District are charged one ERU per household. Multiple households under one roof (duplexes, apartments, etc.) are charged one or more ERUs based on the number of dwelling units. Commercial enterprises are charged one or more ERUs based on the type of business they are engaged in and how many fixtures are installed. A table of ERUs is available on page 9 of the WSD Sewer User Charge System document found here. The cost per ERU is $62/quarter.
Readiness to Serve Charge
A small number of users that are not connected to the District but who fall within its boundaries are required to pay a 'Ready To Serve Charge (RTSC).' This is because the District has reserved capacity to treat their waste at some point in the future when they connect. The cost for an RTSC is $48/quarter. Users paying an RTSC are not charged an assessment fee.
Assessment Fee
Users for which no provision has been made for service by the District must pay an assessment fee if they wish to connect to the system. The cost of the assessment fee is $3500/ERU, payable before the property is connected. This pertains primarily to new construction that was not planned for when the collection system was constructed in 1992.
Application Fee
In order to connect to the District's system, an application must be completed. The application fee is $30.
Users Outside The District
Connections that do not fall within the boundaries of the District (village area) may be made by contract. The provisions for connection are the same as for properties within the District. This allows properties that fall along Route 1 or Cushing Road the option to connect if it is in their interest to do so.
Property Ownership
In all cases the District contracts to serve only property owners, not dwellers or renters.
